In February 2024, the Independent Commission Against Corruption (ICAC) of Hong Kong, China established the Hong Kong International Academy Against Corruption (HKIAAC). The Academy aims to develop itself as an international anti-corruption training and research hub to assist graft fighters and related stakeholders worldwide in strengthening their anti-corruption capacity.

HKIAAC has four main functions:

International training - HKIAAC provides specialized training programmes for overseas anti-corruption practitioners to enhance their capabilities in combating and preventing corruption

Training for local organizations - It offers customized training programmes for local leaders from both public and private sectors to enhance their governance standards and anti-corruption capabilities

Training for ICAC officers - Systematic and organized internal training programmes are organized for ICAC officers to enhance their professionalism and anti-graft expertise.

Anti-corruption research hub - The Academy serves as a research platform for anti-corruption practitioners, experts, and scholars from worldwide to promote academic exchanges on combating corruption

In 2024, over 20 specialized training programmes were organized for anti-corruption law enforcement agencies, regulators and related institutions worldwide. Memoranda of Understanding were also signed with five renowned universities in Hong Kong, Macao and the Mainland of China to foster anti-corruption research and talents exchange.

Following the establishment of HKIAAC, a tripartite partnership was formed among Hong Kong ICAC, HKIAAC and IAACA to benefit anti-corruption agencies worldwide. This collaboration enhances international anti-graft cooperation by leveraging their respective strengths:

  • ICAC brings five decades of successful experience in battling corruption.
  • HKIAAC serves as a platform for knowledge exchange and training.
  • IAACA contributes its global network in the fight against graft.
