18th Principals Meeting of the ASEAN Parties Against Corruption

On 22-23 November 2022, the Heads and Representatives of all 10 ASEAN Parties Against Corruption (ASEAN-PAC) met together in Phnom Penh, Kingdom of Cambodia at the 18th Principals Meeting of ASEAN-PAC hosted and chaired by the Anti-Corruption Unit (ACU) of the Kingdom of Cambodia under the theme “TOGETHER AGAINST CORRUPTION: Strengthening the Anti-Corruption Institutional Capacity and Cooperation in the respective ASEAN country and within the ASEAN-PAC”.

H.E. Kitti Nitti Kosal Pandita Senior Minister Om Yentieng, the ASEAN-PAC Chair, delivered the welcome message sent by Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, and expressed great appreciation on behalf of the ASEAN-PAC.

This 18th Principals Meeting marked a great achievement for the ASEAN-PAC as a Memorandum of Understanding (ASEAN-PAC MoU) was successfully signed. Subsequently, two ASEAN-PAC Parties, namely the National Anti-Corruption Commission of the Kingdom of Thailand (NACC) and the Anti-Corruption Commission of the Republic of the Union of Myanmar (ACC), respectively signed bilateral MoUs with the ACU.

The meeting also discussed and adopted two other major documents of ASEAN-PAC, namely the revised Terms of Reference (TOR) and a Three-Year Action Plan (2023-2025). The Draft ASEAN-PAC E-Booklet, initiated by ACU as one of the activities in the Action Plan 2023-2025, may be approved in the next meeting.

Background

The Southeast Asia Parties Against Corruption, known as SEA-PAC, was established in 2004 by 4 member countries of the Association of Southeast Asian Nations (ASEAN) namely Brunei, Indonesia, Malaysia and Singapore. In 2007, four other ASEAN countries, namely Cambodia, Philippines, Thailand and Vietnam, joined SEA-PAC. Lao People’s Democratic Republic joined as the 9th member in 2010 and Myanmar became the 10th member in 2013. In 2017, the SEA-PAC was accredited as an entity associated with ASEAN.

In 2019, the Principals Meeting of the SEA-PAC in Bangkok decided to change its name to the ASEAN Parties Against Corruption (ASEAN-PAC). The ASEAN-PAC conducts two regular meetings per Chairmanship year, namely the Principals Meeting which is followed by its Secretariat Meeting and one regional activity – the ASEAN-PAC Workshop. Timor-Leste, currently an observer to ASEAN, will also be invited to join the future ASEAN-PAC Meetings and its related activities.
