
Crucial preventive anti-corruption mechanisms in Montenegro are centralized under the Agency for Prevention of Corruption (APC), established in 2016. The Agency is responsible for implementing the Law on Prevention of Corruption (LPC), the Law on Lobbying and the Law on Financing Political Entities and Election Campaigns.
APC’s core mandates include identifying conflicts of interest, verification of asset declarations, acting upon whistleblower reports, overseeing integrity plans, control of financing of political entities and election campaigns, corruption proofing of legislation and many others. The Agency in accordance with its entrusted legal competencies establishes regional and international cooperation and coordinates all obligations arising from Montenegro's membership in numerous international organizations dedicated to the fight against corruption. Beside the newest membership in IAACA, on which we are very proud, the APC is a national coordinator for Group of States Against Corruption (GRECO), United Nations Convention against Corruption (UNCAC), Anti-Corruption Network for Eastern Europe and Central Asia of the OECD (ACN OECD) and a member of Network of European Integrity and Whistleblowing Authorities (NEIWA), European Partners Against Corruption (EPAC)/ European Anti-Corruption Contact Points Network (EACN) and Regional Anti-Corruption Initiative (RAI).
Regarding the APC’s work and results in the past year, priority was placed on in-depth checks of high-ranking public officials, citizen reports, and the oversight of political financing. The Agency actively contributed to legislative reform by proposing measures aimed at increasing institutional efficiency and establishing lasting mechanisms to ensure impartiality and accountability. Cooperation with judicial institutions was significantly enhanced through regular communication with prosecutors, improved data exchange, and the development of new mechanisms to strengthen coordination among law enforcement bodies. Under the leadership of Acting Director Mr. Dušan Drakić, the Agency resolved 242 cases in 2024, demonstrating that non-selective, proactive, and professional action yields concrete results and strengthens public trust in the APC as Montenegro’s central anti-corruption institution. All decisions were firmly based on law, evidence, and transparency.
Consistent with its past work, the APC remains dedicated to advancing institutional integrity and fostering a transparent and accountable public sector in Montenegro. The Agency looks forward to active cooperation and joint initiatives with IAACA as its newest member.
