In the first months of 2025, IAACA President and his team actively engaged in exchanging experiences and strengthening cooperation with partners through outreach visits, meetings, and collaborative sessions.
Strengthening collaborations with the Middle East
In late February 2025, Mr Danny Y M Woo, President of IAACA and Commissioner of ICAC, Hong Kong, China, led a delegation to Saudi Arabia and the United Arab Emirates to fortify relationships in the region in the ongoing fight against corruption.
During his trip, Mr Woo met with IAACA Executive Committee Member H.E. Mazin Al-Kahmous, President of the Oversight and Anti-Corruption Authority (Nazaha) of Saudi Arabia, to discuss further collaboration. The discussion focused on implementing joint projects and strengthening anti-corruption initiatives across the Middle East through IAACA’s global network.

The delegation also met with H.E. Humaid Obaid Abushibs, Chairman of the UAE Accountability Authority (UAEAA), and H.E. Mohamed Saeed Al Qubaisi, Director General of the Abu Dhabi Accountability Authority, to reinforce relationships with these IAACA member authorities. Additionally, Mr. Woo and H.E. Mr. Abushibs signed a Memorandum of Understanding between the ICAC and UAEAA, paving the way for enhanced bilateral anti-graft collaboration.

Engagement with Singapore’s Corrupt Practices Investigation Bureau

In early March, President Woo welcomed Mr Sam Tee, Director of Singapore’s Corrupt Practices Investigation Bureau (CPIB), who visited Hong Kong with his delegation. The two leaders engaged in meaningful discussions, sharing insights on anti-corruption efforts and exploring opportunities for future collaboration.
During the visit, the delegation toured ICAC facilities and attended briefings on Hong Kong’s anti-graft strategies. As an IAACA Executive Committee Member, Mr Tee also visited the IAACA Secretariat Office to gain a deeper understanding of its role in strengthening international cooperation in the fight against corruption.


Sharing Anti-Graft Strategies with Sri Lanka and Zambia
In late March, two IAACA members—Sri Lanka’s Commission to Investigate Allegations of Bribery or Corruption (CIABOC) and Zambia’s Anti-Corruption Commission (ACC)—participated in a high-level study programme in Hong Kong.

The delegates engaged in insightful discussions with President Woo and his team, exploring Hong Kong’s comprehensive three-pronged strategy to combat corruption: law enforcement, systemic prevention, and community education. The programme also included facility tours, providing delegates with hands-on exposure to Hong Kong’s anti-graft efforts.

IAACA Secretary-General Mr C K Cheung also met with the delegates to provide updates on IAACA’s ongoing initiatives.

The above engagements have reinforced IAACA’s partnerships with allies worldwide, demonstrating its commitment to fostering international collaboration in the fight against corruption. IAACA will continue to work closely with anti-corruption agencies across the globe, taking a leadership role in advancing integrity and transparency.
