
Following the launch of Policy Guide for National Anti-Corruption Authorities on Meaningful Youth Engagement in Anti-Corruption Work , an in-person capacity-building programme on youth engagement was held in Brunei Darussalam in January 2025. This event was co-organized by the Independent Commission Against Corruption (ICAC) of Hong Kong, China, the United Nations Office on Drugs and Crime (UNODC), and the Anti-Corruption Bureau of Brunei Darussalam.
The Policy Guide, jointly developed by IAACA, ICAC, and UNODC, serves as a practical reference for anti-corruption authorities worldwide, offering strategies to effectively engage young people in the fight against corruption.


During the four-day programme, experienced ICAC officers, along with two university students from Hong Kong serving as ICAC’s ELITE Youth Leaders, shared insights with 150 local anti-graft officers and young participants. They discussed Hong Kong’s successful approach to instilling integrity in younger generations through training initiatives and engagement activities.

UNODC specialists also contributed by introducing the Policy Guide to participants, equipping them with the knowledge to implement meaningful youth engagement strategies in their respective anti-corruption efforts.
