Academic Background and Judicial Foundations

Mr. Moustapha Ka is a senior magistrate of the Senegalese judiciary, whose intellectual discipline was shaped at Cheikh Anta Diop University in Dakar, where he earned a Master’s degree in Law in 1996. A member of the 1999 graduating class of the Centre for Judicial Training (CFJ), he began a distinguished judicial career within the Public Prosecutor’s Office. His early assignments as Deputy Prosecutor in Dakar and later in Ziguinchor provided him with solid, hands-on expertise in criminal practice and in the day-to-day realities of judicial administration.

Senior Public Administration and State Governance

His professional career reflects steady advancement within the State’s key strategic institutions. Between 2007 and 2013, he held several senior leadership positions within the Ministry of Justice, notably as Deputy Director of Criminal Affairs and Pardons. He later served as Director of Human Rights from 2017 to 2019, a period during which he represented Senegal before United Nations treaty bodies in Geneva. He subsequently assumed the administrative leadership of the Centre for Judicial Training (CFJ) as Secretary-General from 2021 to 2024, before being called to the highest levels of the executive branch in 2024, first as Technical Adviser to the Minister of Justice, and later as Technical Adviser at the Presidency of the Republic. He was thereafter appointed Technical Adviser to the President of the Republic in 2024.

International Expertise and the Fight against Financial Crime

At the international level, Mr. Ka has built a strong reputation, notably through his role as Deputy Prosecutor General before the Extraordinary African Chambers (CAE) from 2013 to 2016 during the landmark Hissène Habré trial. As an expert evaluator for UNODC, Interpol and the European Union, he has led and contributed to a range of major reform initiatives, including Niger’s national migration strategy in 2015, an institutional evaluation in Cape Verde in 2016, and the development of anti-trafficking manuals for the Sahel region in 2018. He has also contributed to public integrity efforts through a study on the African Union Convention against Corruption prepared for the Civil Forum in 2020.

Knowledge Transfer and Academic Commitment

Alongside his public responsibilities, Mr. Ka has remained deeply committed to training and knowledge transmission. A long-standing instructor at the Officers’ Training School of the National Gendarmerie (CAOG) since 2011, he has also taught criminal procedure at Cheikh Anta Diop University and at the Centre for Advanced Studies in Defence and Security (CHEDS). This dual profile, combining field experience and academic expertise, has enabled him to train justice and security professionals across more than ten African countries, thereby strengthening regional judicial cooperation.

Appointment as President of OFNAC

This exceptional career led to his appointment on 27 November 2025 as President of the National Office for the Fight against Corruption (OFNAC). His appointment is particularly noteworthy as it followed a rigorous competitive selection process through an open call for applications, a first in the institution’s history. It marks the culmination of a career dedicated to integrity, transparency and the strengthening of the rule of law, and now places Mr. Ka at the helm of Senegal’s national strategy to combat impunity.
